Cowplain, a village/town on the outskirts of Portsmouth on the other hand suggests a more usual English usage. I would be reluctant to adduce Cowplain as evidence of anything - it is popularly supposed to be named after the inn "The Spotted Cow" (still extant). Either way, it is very late.
