There is some background to the project in JEPNS 26, 15-26, available as a pdf at https://www.nottingham.ac.uk/research/groups/epns/journal.aspx .
Perhaps it succumbed to a gallinaeovic problem, in that although it was correctly recognized that completing the survey of English place-names would benefit from having VEPN, it was not fully appreciated that VEPN was hard to achieve without a finished survey.

Dear All,
I was discussing place-names recently, and mentioned with modest pride that the new Vocabulary of English Place-Names had already got as far as cock-pit, having been in production since 1997. Reference to Smith’s English Place-Name Elements, and a little calculation, established that the final fascicule of VEPN will be coming out in 2116. Clearly the arrival of wyrm and wyrt is going to be accompanied by some serious partying, and I wondered if any colleagues could confirm that I’ve got my dates right, and recommend which wine I should lay down so that my great-grandchildren can celebrate the event in style.
